Public Tender Overview:

TII intends to enter into a Single Party Framework Agreement for renewals (Overhead Contact System) on the Luas light rail system. This framework, when established, will be available to TII to draw down from it on a Call-Off Contract basis. The Call-Off Contracts, when issued, will typically be for the purposes of carrying out the following activities:1. Design, supply, installation, testing and commissioning of any Overhead Contact System asset renewals, upgrades or new works. It shall include developing a detailed construction design associated with the various work elements of the Overhead Contact System installations on Luas 2. Developing the specific programme of works, 3. Developing the specific methodology – location based, 4. Developing the Traffic Management design – to be approved by the relevant Local Authority, TII and the Luas Operator, 5. Interface with Luas Operator and Maintainer as required, 6. Carrying out all the necessary works as specified for the Overhead Contact System and/or associated equipment and installations on Luas. Those works will include all preparatory works and all closing out works to make good the affected assets, 7. Production of the Safety File, 8. Supply of materials including contact wire and overhead system components and tooling e.g. Section insulators, cabling, fixings, poles, track interfacing equipment, sealants/grouts and materials used for works on or near the Luas system, and 9. Any other associated works required by the Client; including work on overhead contact system and traction power related equipment such as overhead contact system elements, cabling including traction cables, earthing and bonding systems (e.g. VLDs etc), installation, purchase, interventions of similar equipment, work on on-track-plant, supply of and interventions on tooling, interventions on overhead contact systems such as replacing contact wire, adjusting overhead support systems, work on supporting systems and additional items on surrounding building such as poles and building supports and all works on or near Luas OHLE (Overhead line equipment) asset group, 10. Provide a handover file and as-built drawings in accordance with TII requirements . 11. Carrying out the duties of PSDP and PSCS for all Call off Contracts. TII are inviting expressions of interest from interested parties to be selected to tender with a view to entering into the Contract. Applicants are referred to the Information Memorandum and Pre-qualification Questionnaire (IMPQQ) which provides additional information in relation to the competition. Provided that there is a sufficient number of suitable Applicants, TII intends to invite the number of Applicants (as indicated in this IMPQQ) to tender. Prior to shortlisting any Applicant, TII reserves the right to seek verification of any declarations made in the response to the ESPD/IMPQQ.

With relation to the value stated in section 2.1.3 and 5.1.5 this is a best estimate of the likely value over the period. However, TII reserve the right for expenditure up to €150 million under this framework.
